The punctuation when dealing with a quotation, that is. En espanol, es el opuesto de las reglas de ingles. So I ALWAYS get them confused. Why can't both languages just do it the same way? This is a great one. :) P.s. I think your right, the question mark should be outside the quotation marks. Also while we're at it, "What's the rule on that one..?" should be "What's the rule on that one…?" you should complete the horizontal ellipsis and then append the question mark.
